The U.S. Senate confirmed the nominations of Dawn DeBerry Stump and Dan Berkovitz to serve as commissioners for the U.S. Commodity Futures Trading Commission, clearing the way for them to take office. Once they are sworn in, the CFTC will have a full complement of five commissioners for the first time since 2014. Stump, who is currently working as an independent consultant, spent several years as a staffer on the House and Senate Agriculture Committees, where she was involved in a number of issues related to the CFTC. She subsequently joined NYSE Euronext as a senior vice president of government affairs, then moved to FIA as head of government relations and executive director of the Americas advisory board. Berkovitz is currently a partner at law firm WilmerHale. He served as the CFTC’s general counsel from 2009 to 2013. Before that he was a senior staff lawyer for the Senate Permanent Subcommittee on Investigations.
R.J. O’Brien & Associates has appointed Stephen Brodsky chief strategy officer and senior managing director. He will report to Chairman and CEO Gerald Corcoran in the newly created role. Brodsky most recently served as CEO of equity options trading firm Spot Trading, and previously held several leadership roles at the Chicago Stock Exchange.
Barclays recently made three senior appointments as part of efforts to digitalize its markets business. Nas Al-Khudairi has been promoted to oversee Barclay’s electronic trading platform, in addition to current responsibilities as global head of electronic equities and head of cash equities for Europe, Middle East and Africa. Mauricio Sada-Paz joined Barclays in July in a newly created role of global head of electronic fixed income, currencies and commodities product and distribution. Brett Tejpaul has taken on an expanded role of head of digital strategy for markets, in addition to his position as head of client strategy for markets.
Separately, Barclays has hired Justin Brickwood as its head of markets innovation. In this newly created role, located in London, Brickwood will be responsible for client-focused innovation in electronic trading across the bank's markets division, and work to increase the efficiency of the bank's internal platforms. He will work with Nas Al-Khudairi, who oversees the division's electronic trading platform, Asita Anche, head of Markets Quantitative eTrading and Data Science, and Brett Tejpaul, head of digital and client strategy. Brickwood previously worked at Goldman Sachs in various roles for more than 20 years, most recently as head of EMEA equities electronic trading engineering.
Joe O’Neill, a longtime New York commodity exchange executive, passed away on Aug. 4. He was 74. O’Neill's career began in 1970 at the New York Cotton Exchange. He served as the exchange's president and CEO until the exchange merged with the New York Board of Trade in 1998, and after NYBOT merged with Intercontinental Exchange in 2007 O’Neill became chairman of the ICE cotton committee. His career included many milestones including the launch of the first financial futures and the creation of the Dollar Index Contract.
Dean Tonkin, global head of futures and options, OTC clearing and foreign exchange prime brokerage at Bank of America Merrill Lynch, announced several changes to his global management team. Emma West and Russell Beattie will expand their current responsibilities to run the bank's business in EMEA and APAC respectively. The marketing, execution, collateral, solutions, product and risk teams in each region will report to each of them with continued alignment to their global heads. Brooks Stevens, formerly the European head of the business, will move into a newly created senior relationship management role focusing on key European clients and coordinating coverage across the firm. All three will report directly to Tonkin.
The Senate confirmed the nomination of Richard Clarida as vice chairman of the Federal Reserve by a vote of 69 to 26. Clarida previously was a professor at Columbia University and an adviser at Pimco. Two other Fed nominees, Michelle Bowman and Marvin Goodfriend, are still pending Senate confirmation.
Roland Schwinn, regional head for Asia at Eurex, has announced he will be leaving the exchange at the end of August for personal reasons. Schwinn “was instrumental in developing Eurex’s Asia business over the past 12 years,” said the company in a press release. Eurex noted that Schwinn obtained regulatory licenses for Eurex in Dubai, Abu Dhabi, Korea, Hong Kong, Singapore, Japan, Taiwan and Australia, and helped attract more than 40 trading members to the exchange.
FIA European Principal Traders Association appointed Rutger Vijgen as a public affairs adviser. Vijgen, who has a masters degree in international relations, will be based in Amsterdam. In this capacity, he will support EPTA's European advocacy activities on behalf of the 28 principal trading firms that are members of the association. He fills the vacancy left when Jana Kloos left in July.
Jason Silverstein joined SIFMA Asset Management Group as managing director and associate general counsel. He filled the vacancy left when Laura Martin moved to Wellington Management in June. Silverstein previously worked at CME Group for several years as an executive director and associate general counsel in New York. Most recently he was general counsel for Noble Markets, a fintech provider of post-trade settlement solutions.
INTL FCstone has consolidated its precious metals and industrial metals businesses, appointing Barry Canham as the global head of metals. Canham was previously the head of INTL's precious metals division.
AlphaPoint, a technology provider for digital asset networks and cryptocurrency exchanges, hired Kristin Boggiano as its first chief legal officer. Her responsibilities include government relations, the legal aspects of acquisitions and partnerships, and intellectual property matters. She previously was senior regulatory counsel at Guggenheim, where she advised on asset management, broker-dealer and insurance issues. Earlier in her career she worked at Schulte Roth & Zabel, Merrill Lynch, the CFTC and the SEC. She is also founder and president of Women in Derivatives, a non-profit that educates women through programs across the globe.
Hong Kong Exchanges and Clearing appointed Tori Cowley as its group chief communications officer. She will relocate from London to Hong Kong for the newly created position. She will report to HKEX CEO Charles Li,and become a member of HKEX’s management committee. Cowley previously was group director of corporate communications at London Stock Exchange Group.
Stockholm-based exchange and clearing technology provider Cinnober Financial Technology has appointed Peter Lenardos as group CEO, replacing Veronica Augustsson, who is leaving the company after six years as chief executive. Lenardos has been chief financial officer at Cinnober since June, and will also retain the CFO title.
G. H. Financials has appointed Dave Mitchell its regional sales executive for North America. Mitchell was formerly the business development manager for Chi-X Australia.
Andrew Peel has joined Morgan Stanley as head of digital asset markets. He had previously worked at Credit Suisse as a vice president of sales and trading innovation.
Capital markets IT infrastructure provider Options has appointed Micah Kroeze its vice president of product management. Kroeze previously worked at NYSE Technologies and Vela Trading Systems. In January, he was elected to the executive committee of FISD, a financial services group within the Software & Information Industry Association.
Tradition, an inter-dealer broker, has promoted Neil Treloar to head of regulatory strategy, based in London. He joined Tradition in 2013 and has been director for strategy and business development, responsible for OTC e-trading projects and program manager for MiFID II.
OTC physical commodity exchange PanXchange announced Dayre Lashnits has joined the company as vice president of data and operations. She previously worked as an Americas representative for Euronext, and at Iowa Grain Company in the Chicago Board of Trade after beginning her career as a runner and clerk in corn futures.
Electronic trading technology provider Vela has named Peggy Sullivan its chief of staff. She will work out of New York, and report to CEO Jennifer Nayar. Sullivan previously worked at the New York Stock Exchange for 11 years.
