Michel Barnier

European Commission President Jean Claude Juncker appointed Michel Barnier (pictured), a veteran French politician and the former head of EU financial services policy, as the chief negotiator for the EU as it works out the terms of the U.K.'s exit from the EU. Barnier served as European Commissioner for Internal Market and Services, which included financial services, from 2010 to 2014. Before that he held several high-level positions in the French government, including Minister of Foreign Affairs and Minister of Agriculture. He also served as European Commissioner in charge of Regional Policy and the Reform of European Institutions from 1999 to 2004.

Valdis Dombrovskis

European Commission Vice President Valdis Dombrovskis (pictured) officially became the new EU Commissioner for Financial Stability, Financial Services and Capital Markets Union. Dombrovskis, who was elected to the European Parliament in 2004 after serving three terms as Prime Minister of Latvia, replaced Jonathan Hill, who stepped down after the Brexit referendum.

The Financial Industry Regulatory Authority, the self-regulatory arm of the U.S. securities industry, appointed Robert Cook (pictured) as president and chief executive officer. He succeeded Richard Ketchum, who retired after more than 30 years in securities regulation. Cook served as director of the Securities and Exchange Commission’s division of trading and markets from 2010 to 2013. After leaving the SEC, he joined the law firm of Cleary Gottlieb Steen and Hamilton as a partner in the firm's Washington, D.C., office.

Robert Cook

The Financial Industry Regulatory Authority, the self-regulatory arm of the U.S. securities industry, appointed Robert Cook (pictured) as president and chief executive officer. He succeeded Richard Ketchum, who retired after more than 30 years in securities regulation. Cook served as director of the Securities and Exchange Commission’s division of trading and markets from 2010 to 2013. After leaving the SEC, he joined the law firm of Cleary Gottlieb Steen and Hamilton as a partner in the firm's Washington, D.C., office.

Greg Wood

FIA hired Greg Wood (pictured) as senior vice president of global industry operations and technology. He will be responsible for developing and maintaining strategic relationships with industry constituencies; identifying and managing operational, execution and market structure issues; and guiding the development of FIA’s operational and technical solutions. Wood joined FIA from Deutsche Bank Securities, where he was the director of algorithmic execution for listed derivatives and foreign exchange. He has been an active member of FIA for more than ten years while working at Deutsche Bank and before that Credit Suisse. He served as president of FIA’s Market Technology Division from 2012 to 2015 and helped coordinate the industry’s efforts to prepare for the leap second event in 2015.

The China Securities Regulatory Commission appointed Wang Fenghai to be the chief executive officer of Dalian Commodity Exchange. Wang Wang was previously the vice general manager. He replaced Feng Bo

Dominic Stevens

ASX appointed Dominic Stevens (pictured) as managing director and CEO. He succeeded Elmer Funke-Kupper, who resigned in March. Stevens joined ASX as an independent non-executive director in December 2013. He has served on the audit and risk committee and on a number of ASX's clearing and settlement boards.

 

Young-Jin Chang

CME Group promoted Young-Jin Chang (pictured) to global head of metals products, based in Chicago. She reports to Derek Sammann, senior managing director, global head of commodities and options products. Chang has been with CME since 2011 and was previously executive director of industrial metals products.

ICE Benchmark Administration appointed DeAnne Julius, a high-profile international economist, as a member of its board of directors. Julius, an economist, was a founding member of the Monetary Policy Committee of the Bank of England from 1997 to 2001 and served on the central bank's board of governors from 2001 to 2004. She is currently chair of University College London and serves as non-executive director on several corporate boards.

Hong Kong Exchanges and Clearing appointed Jacky Mak as head of OTC clearing. Mak previously worked at Bank of America Merrill Lynch, Société Générale and HSBC. He will be in charge of business development and operations of OTC Clearing Hong Kong, a subsidiary of HKEx. He will report to Calvin Tai, HKEx's head of clearing. He succeeds Kelvin Lee, who has retired after more than 25 years of service with the exchange.

Stuart Williams

Intercontinental Exchange appointed Stuart Williams (pictured) as chief operating officer of ICE Futures Europe. He reports to David Peniket, president of ICE Futures Europe. Williams, who joined the exchange when ICE acquired NYSE Euronext, was previously the exchange's director of corporate development.

 

Jason Radzik

BNP Paribas appointed Jason Radzik (pictured) as managing director and head of Americas derivatives execution and clearing, a new position within the bank’s prime solutions and financing business line. He will oversee corporate clearing sales, institutional clearing sales and execution services. He reports to Jeff Lowe, head of prime solutions and financing, Americas. Radzik previously was head of product development for prime solutions and financing, responsible for building new products for prime brokerage, financing and trading activities.

Canadian exchange operator TMX Group appointed Jay Rajarathinam as its new chief information officer. Rajarathinam most recently served as senior vice president, global head of infrastructure, at Intercontinental Exchange's NYSE Group. Prior to that, he held senior positions at Barclays and Wells Fargo.

Luc Fortin

TMX Group also announced that Luc Fortin (pictured) will serve as interim president and CEO of Montreal Exchange and group head of derivatives after Alain Miquelonleft the position to pursue other opportunities. Fortin was previously managing director of derivatives trading.

Barclays named Emily Portney chief financial officer for the bank’s corporate and international division. She reports to Tushar Morzaria, the bank's group finance director, and Joseph Gold, deputy chief executive officer of Barclays’ corporate and international division. Portney, a former FIA director, was previously global head of clearing at JP Morgan.

Magnus Haglind

Magnus Haglind (pictured) was named chief operating officer of Nasdaq’s global commodity business, based in Stockholm. Rick Beaman, the head of sales at Nasdaq Futures Exchange in the U.S., was promoted to Haglind’s prior position as vice president and head of commodities. Beaman is based in Chicago.

 

Marcel Jongmans

Amsterdam-based Flow Traders nominated Marcel Jongmans (pictured) as chief financial officer and as a member of Flow Traders’ management board. Jongmans in June left his position as chief executive officer of ABN AMRO Clearing Bank after serving in that role for 12 years. The bank named Jan Bart de Boer, vice-chairman of the managing board of ABN AMRO Clearing, as CEO on an interim basis.

Credit Suisse promoted two London-based executives to serve as co-heads of its prime derivatives business in Europe, which includes clearing for listed and OTC derivatives. Stephen Plestis and Martin Glanville will take over the responsibilities of Alex Lenhart, who left the bank. They will report to Jeff Jennings, global head of prime services, and John Dabbs, global head of prime derivatives services.

Arthur Bell

Arthur Bell, an accounting and advisory firm that provides services to commodity pools and hedge funds, appointed its company founder, Arthur Bell Jr. (pictured), to a newly created position as chairman. Corey McLaughlin was promoted to managing member. McLaughlin has been with the firm since 1998.

Digital Asset Holdings, a distributed ledger technology company, announced several senior appointments, including Gavin Wells as head of Europe, Kelly Mathieson as product manager and Andrew Pisano as business development director. Wells previously worked at LCH, where he was responsible for developing its ForexClear service. Mathieson joined from J.P. Morgan, where she was head of global collateral management and securities clearing. Pisano joined from CME Group, where he was involved with business development for several lines of business.

Jump Trading, a proprietary trading firm based in Chicago, hired David Olsen to oversee post-trade strategy. He joined the firm from J.P. Morgan, where he worked for 24 years, most recently as global head of futures, options and OTC clearing.

Bursa Malaysia appointed Bill Herder (pictured), FIA's head of Asia-Pacific, as independent director on the board of its derivatives exchange and its clearing house.

Bill Rainer

Santander Group announced that Bill Rainer (pictured), a former chairman of the Commodity Futures Trading Commission, was appointed chairman of the board of Santander Consumer USA Holdings, the bank’s consumer finance arm in the U.S. Rainer, a bond market executive who headed the CFTC from 1999 to 2001, also served as chairman and chief executive of OneChicago from 2001 to 2004.

Santander also announced that Blythe Masters, the CEO of Digital Asset Holdings, is an adviser to the parent company on blockchain issues. Masters had been serving as chairman of Santander Consumer.

David Martin

David Martin (pictured), managing director at J.P. Morgan and the head of its futures and options and OTC clearing business in Asia, was appointed chairman of FIA Asia’s Regional Advisory Board for a two-year term. He replaced Paul Davies, who stepped down after retiring from Goldman Sachs.

Rory Cunningham retired from LCH after a 35-year career with the clearinghouse. He held a number of senior roles in information technology, operations, risk, business development and compliance.

HSBC appointed Jeremy Steen as head of derivatives clearing services, Asia. He replaced Merhdad Farimani, who retired in April. Steen, who is based in Hong Kong, reports to Nicola Pantone, head of equity derivatives institutional sales, Asia Pacific, and Najib Lamhaouar, global head of OTC and ETD clearing.

John Munro, a futures industry veteran for more than four decades, retired from his position as senior vice president at ION Trading. He has been an active member of FIA throughout his career, serving as chairman of the Y2K subcommittee which coordinated industry testing for the millennium turnover, as well as the FIXML standards subcommittee, which has become the industry standard for messaging between exchanges and clearinghouses with middle and back office processing solutions.

J.P. Morgan appointed Jeff Katz as global head of commodities. He was previously head of oil trading at the bank. He replaced Mike Camacho, who moved into the bank's asset management division and will serve as global head of beta strategies.

Richard Walker

CurveGlobal, the interest rate futures exchange recently established by LSE Group, appointed Richard Walker (pictured) as head of business development. He joined the exchange from LCH, where he was head of EMEA client sales and marketing. CurveGlobal also announced the departure of Catherine Lyall, its chief operating officer. Steven Hamilton, a former DRW Trading Group executive who joined the exchange in January, has been appointed interim chief operating officer in her place.

Goldman Sachs hired Jeremy Taylor as co-head of global commodities trading. Taylor was most recently head of North American non-oil risk at Mercuria. Ed Emerson, currently global head of oil and products trading, will work alongside Taylor as co-head. They report to Greg Agran, global head of commodities trading.

CloudMargin hired Lee McCormack as head of product strategy, based in London. He previously was head of OTC clearing at Nomura. CloudMargin also hired Lisbeth Hadingham to run its office in New York and oversee sales in the U.S. She previously was a vice president at FIS, where she worked in securities finance and collateral sales.

Gabriel Rosenberg was named partner in Davis Polk's financial institutions group in New York. He has been with the law firm since 2009, advising U.S. and foreign banks on a variety of regulatory matters including cross-border regulatory regimes, the Volcker rule and swap margin requirements.
