Trafigura has appointed Richard Holtum as chief executive officer effective in January. He will take over from Jeremy Weir, the company's CEO since 2014. Weir will remain with the company as chairman. Holtum joined Trafigura’s liquefied natural gas team in 2014 and was promoted to global head of gas and power in 2022, later adding renewables to his responsibilities. Prior to joining Trafigura, Holtum spent five years with the British Army before spending two years at Glencore. Igor Marin, currently Trafigura's head of power trading, will take over Holtum's responsibilities for gas, power and renewables.
R.J. O’Brien & Associates has confirmed that Dan Staniford has left the firm after eight years as president. Staniford, who was promoted to president in 2021, filled a role that had been vacant since 2009. Before joining R.J. O’Brien & Associates, he held various roles at Citi, where he worked for 13 years, lastly as managing director of rates sales.
Brad Sullivan has joined ICE Futures US as chief operating officer. He was previously managing director at TJM Institutional Services, an independent broker providing brokerage and execution of futures, options and OTC exchange products. Before that, he spent a decade at interdealer broker ICAP as vice president of the energy and commodity division and as a broker in ICAP’s environmental commodities business. Sullivan started his career as a legislative aide in the US Senate.
Robert Arbuthnott has joined the London Metal Exchange as group chief financial and administrative officer. He will report to Matthew Chamberlain, LME CEO, Michael Carty, LME Clear CEO, and Vanessa Lau, HKEX co-chief operating officer and group financial officer. Arbuthnott previously served as head of group finance and chief accountant at Credit Suisse for seven years.
Singapore Exchange has appointed Daniel Koh as chief financial officer. Koh, formerly managing director and global head of Treasury markets at Standard Chartered, will assume his new role on 1 December, taking over from Nh Yao Loong, who will become head of equities.
Oi-Yee Choo has been appointed CEO of Climate Impact X, the Singapore Exchange-backed carbon trading platform. She takes over from interim CEO Mark Glossoti who will return to his position as chief operating officer. Choo was previously chief executive of ADDX, a blockchain-based private capital markets exchange in Singapore.
Sucden Financial has appointed Rob Noyce as head of exchange-traded derivatives, based in London. Noyce joins from UBS where he was the director of EMEA electronic execution sales for listed derivatives. Before joining UBS in 2018, he was head of futures e-trading sales and relationship management at Citi, vice president of futures e-sales at Barclays Capital and EMEA derivatives and FX sales director at Bloomberg Tradebook Europe.
In other moves, Sucden Financial has appointed Bruno Almeida to the newly created role of director of regulatory and financial risks with responsibility for managing the company's exchange relationships, capital and liquidity risks. Previously, Almeida was chief financial officer for UKMEA at FNZ Group. He also spent four years at the Financial Conduct Authority as a lead associate in the Prudential Specialists Department.
Tradeweb Markets, owned by the LSE Group, has appointed Daniel Maguire to its board of directors. Maguire currently serves as the group head of LSEG Markets and CEO of LCH Group.
Citi has added five people to its futures, clearing and foreign exchange prime brokerage business, which is headed by Mariam Rafi.
Lisa Jackson, a derivatives operations and technology expert with more than 20 years of experience in the futures industry, has joined Citi as senior vice president for product management and development. She joined Citi from TD Securities, where she was director, change delivery. Earlier in her career, she held senior roles at Lombard Risk and HSBC Securities.
Toby Kang, an expert in treasury management, has joined Citi as senior vice president focused on treasury and liquidity management for the bank's futures commission merchant business. He previously was a vice president at JP Morgan where he oversaw daily liquidity for that bank's FCM business.
Nico Zografos has joined the relationship sales team as a senior vice president, focused on covering the firm’s futures, clearing and FXPB clients. He previously was a sales director at FastMatch, the FX trading venue owned by Euronext. Before that he was a director at BNP Paribas, working as part of the bank’s FX prime brokerage, derivatives execution and clearing sales and marketing team.
Oscar Rodriguez has joined as director for OTC product management and development. He came to Citi from LCH, where he worked for 11 years in senior roles related to analytics and business development. Before that he worked in OTC clearing at Morgan Stanley and JP Morgan.
Citi has also promoted Tokiya Kishie to head of markets for Japan. He will report to Paul Smith, head of markets for Japan, Asia North, and Australia Cluster. Kishie, who joined Citi in 2010, has held senior roles in Tokyo, New York, and London. Prior to his promotion, he was the Tokyo-based head of fixed income structuring for Japan. His career spans nearly two decades, with previous roles at Nomura, Lehman Brothers, and Tokyo Star Bank.
Vaishali Devanand has joined Citi as an assistant vice president, focused on quantitative analytics. She previously worked at Morgan Stanley and brings experience in managing risk in OTC derivatives portfolios.
Tamika Bent has joined Willkie Farr & Gallagher in New York as counsel in the Corporate & Financial Services Department and Structured Finance & Derivatives Practice Group. Bent was previously chief counsel to Commissioner Kristin Johnson at the Commodity Futures Trading Commission. Prior to that she served as counsel in Linklaters’ Financial Regulatory Group and was previously at Milbank and Allen & Overy.
Gurbir Grewal, director of the US Securities and Exchange Commission's enforcement division, will depart the agency on 11 October. The SEC said that during the three years that he served as head of the division, the agency brought more than 2,400 enforcement actions and imposed more than $20 billion in fines and disgorgements. The division’s deputy director, Sanjay Wadhwa, will serve as acting director.

Praveena Rai, former COO of the National Payment Corporation of India, has been appointed managing director and CEO of MCX, India’s largest commodity exchange. Rai has previously worked for Kotak Mahindra Bank. Citi and HSBC, the latter of which included heading payments for the bank's Asia Pacific region.
Hamish Treleaven, chief risk officer at the Australian Securities Exchange, has announced his intention to retire after a three-decade career in financial services. Since joining ASX in March 2017, Treleaven has been recognised for overseeing the company's operational resilience, particularly during the COVID-19 pandemic.
Ryan VanGrack has joined Coinbase as vice president of legal, overseeing civil litigation, regulatory matters, employment, and intellectual property. VanGrack previously served as general counsel at Citadel Securities and as a senior advisor to Mary Jo White at the SEC. He also served in the White House under President Obama as deputy associate counsel.
Marc Andries has been appointed joint oversight director for the Digital Operational Resilience Act (DORA) by the European Supervisory Authorities. He will be responsible for implementing the DORA oversight framework for critical ICT third-party providers. Andries has over 30 years of experience in the IT sector and was previously chief inspector at the Banque de France and head of the IT Inspection Unit at the French Prudential Supervision and Resolution Authority.
The Depository Trust Clearing Corporation (DTCC) has appointed Joseph Logozzo as its new executive director. Logozzo previously worked at Barclays for 18 years, holding a number of roles across the bank’s prime services and futures commission merchant businesses.
