President Donald Trump has nominated Michelle Bowman to serve as the Federal Reserve’s vice chair for supervision, a key appointment for advancing the Trump administration’s deregulation goals. If confirmed, Bowman will be responsible for the Fed's extensive bank regulatory portfolio, including supervising and writing rules for many of the nation's largest banks. She would fill the post vacated by Michael Barr, who stepped down at the end of February.
Market maker Citadel Securities has hired Scott Rubner to its institutional derivatives business. Rubner joins from Goldman Sachs where he most recently served as managing director for global markets and a tactical specialist. Citadel Securities has also made two sales hires: Kate Gandolfo, an executive director at JPMorgan, and Brian Connors, previously director, equity derivatives sales at RBC Capital Markets. Both will report to Jason Roelke, head of US institutional derivatives sales at the company.
Cboe Global Markets has promoted Tim Lipscomb to executive vice president, chief technology officer, and a member of the company's executive leadership team. In this role, Lipscomb will continue to oversee the expansion of Cboe’s technology platform globally. He was previously senior vice president and chief technology officer, overseeing software engineering and quality assurance for Cboe’s equities, options and futures markets, as well as its Data Vantage business.
Robert Hocking, Cboe Global Markets' global head of product innovation, has been appointed as a special adviser to Options Clearing Corporation’s Chairman, Craig Donohue. Hocking will work closely with Donohue on board governance and organisational strategy.
In addition, OCC has announced the reappointment of Public Directors Mark Dehnert and Susan Lester, Member Directors Stuart Bourne (Bank of America), Alicia Crighton (Goldman Sachs), and Boudewijn Duinstra (ABN AMRO Clearing, US), and Management Director Andrej Bolkovic. The reappointments are subject to approval at OCC’s annual stockholder meeting on 10 April 2025.
The US Securities and Exchange Commission has announced the members of its Crypto Task Force staff, which is advising the Commission on all matters related to crypto. They include Richard Gabbert, chief of staff, Michael Selig, chief counsel, Taylor Asher, chief policy advisor and Sumeera Younis, chief of operations. In addition, the SEC has announced a raft of senior advisor appointments here. SEC Commissioner Hester Peirce said, “The Crypto Task Force exhibits deep expertise and an enthusiastic commitment to identifying – with the help of other talented staff across the Commission and interested members of the public – workable solutions to difficult crypto regulatory problems.”
Clark Hutchinson, former director of the Division of Clearing and Risk at the US Commodity Futures Trading Commission, has joined stablecoin issuer Circle as a senior advisor. Hutchinson served at the CFTC for nearly six years. Before that, he was the global head of listed derivatives/markets clearing at Deutsche Bank Securities, and prior to that was the global head of listed derivatives at Morgan Stanley.
Trading Technologies International, a global capital markets platform services provider, has promoted Justin Llewellyn-Jones to CEO, effective 31 March. Llewellyn-Jones joined Trading Technologies as chief operating officer in January 2024 from technology company Broadridge. Current CEO Keith Todd will remain on the board of directors and will serve as deputy chairman.
Trading technology provider Exberry has announced the appointment of Magnus Almqvist as chief executive officer. Almqvist previously served as Exberry’s head of sales since 2020. Before joining Exberry, he held leadership positions at Aquis Exchange as head of technology sales and was a senior business development manager at SunGard and FIS specialising in surveillance systems.
Ellen Greene has joined proprietary trading firm IMC Trading as head of business development and market structure strategy. She was previously managing director, equity and options market structure at the Securities Industry and Financial Markets Association (SIFMA).
